Pine Creek and Red Cedar River Watershed

Details

The majority of streams in the Pine Creek and Red Cedar River watershed, which covers portions of Dunn, Chippewa, and Barron counties, are degraded by polluted runoff. The major land use affecting surface water quality is streambank pasturing. Many of the Class II trout streams have the potential to become Class I with habitat improvements and controls of polluted runoff sources.

Ecological Landscapes

The Western Coulee and Ridges Ecological Landscape in southwestern and west central Wisconsin is characterized by its highly eroded, driftless topography and relatively extensive forested landscape. Soils are silt loams (loess) and sandy loams over sandstone residuum over dolomite. Several large rivers including the Wisconsin, Mississippi, Chippewa, Kickapoo and Black flow through or border the Ecological Landscape. Historical vegetation consisted of southern hardwood forests, oak savanna, scattered prairies, and floodplain forests and marshes along the major rivers. With Euro-American settlement, most of the land on ridgetops and valley bottoms was cleared of oak savanna, prairie, and level forest for agriculture. The steep slopes between valley bottom and ridgetop, unsuitable for raising crops, grew into oak-dominated forests after the ubiquitous presettlement wildfires were suppressed. Current vegetation is a mix of forest (40%), agriculture, and grassland with some wetlands in the river valleys. The primary forest cover is oak-hickory (51%) dominated by oak species and shagbark hickory. Maple-basswood forests (28%), dominated by sugar maple, basswood and red maple, are common in areas that were not subjected to repeated presettlement wildfires. Bottomland hardwoods (10%) are common in the valley bottoms of major rivers and are dominated by silver maple, ashes, elms, cottonwood, and red maple. Relict conifer forests including white pine, hemlock and yellow birch are a rarer natural community in the cooler, steep, north slope microclimates.

West Wisconsin Land Trust: Acq-Axe Handle Easement: WWLT is seeking $200,000 in Lake Protection Grant funding to contribute to the cost of a conservation easement designed to protect a 48.55-acre parcel on Axe Handle Lake from development into rural residential housing (up to 31 lots possible under current Chippewa Co. shoreland zoning). The easement would permanently restrict future development to no more than two residential lots, require that all stormwater from development be infiltrated prior to reaching the lake, and require maintenance of a 100-foot forested vegetative buffer to protect the lake's water quality and natural scenic beauty. The owners of the property have offered to donate the remaining value of the easement (est. $575,000). No public access is provided via the easement other than one educational tour per year. Hunting allowed by owners permission.

Beaver Dam Lake Management District: Hlk-Beaver Dam Lake Fish Stick Project: Partnering with property owners, the applicant is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Beaver Dam Lake Management District: Lmi-Library Lake Soutwest Stormwater Wetland: The Beaver Dam Lake Management District is sponsoring a project to construct a storm water wetland facility. The project will also divert storm water away from Library Lake and into the wetland facility to treat the storm water.

Special conditions: Litter shall be removed from the project property and the shoreline it borders. The wetland pond shall be operated and maintained for a minimum of 25 years in accordance with the operation and maintenance plan, which must be approved by the Department. A contract will specify these approved plans and be filed with the Register of Deeds.

Project deliverables include a USGS water-resources investigations report, or equivalent document, a USGS fact sheet, or equivalent document, and a comprehensive lake management report for the Silver Lake system.

Conditions for this project include:

Silver Lake Association: Lmi-Waterfront Lots Water Quality Improvements: Silver Lake Association is sponsoring a project to implement shoreline stabilization, restoration, runoff reduction, and wetland restoration practices.

Shoreline restorations using grant funding for plants or labor require a Department approved restrictive covenant to permanently establish the parcel vegetative buffer. West Wisconsin Land Trust: Acq-Herde Iii, Triple Lakes Easements: WWLT is seeking $200,000 in Lake Protection funding to contribute to the cost of two conservation easements: one secured on a 30-acre parcel on Herde Lake, and the other on a 740-acre parcel that includes frontage on, or entirely encompasses, 14 lakes including the Triple Lakes, and Henneman, Logger, Chick, Calkins North and Taylor lakes in Chippewa County. The Herde Lake easement allows no development on the property (which had been subdivided to accommodate 11 condominium lots) and requires maintenance of a 100 ft. forested vegetative shoreline buffer strip to protect the lake's water quality and natural scenic beauty. The Triple Lakes easement extinguishes a condominium plat approval allowing for development of up to 181 lakefront lots allowing, instead, development of 13 residential lots and requiring maintenance of 75' (min.) vegetative buffer strips on all lake shorelines.

Beaver Dam Lake Management District: Hlk-Beaver Dam Lake Fish Stick Project: Partnering with property owners, the applicant is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Beaver Dam Lake Management District: Lmi-Library Lake Soutwest Stormwater Wetland: The Beaver Dam Lake Management District is sponsoring a project to construct a storm water wetland facility. The project will also divert storm water away from Library Lake and into the wetland facility to treat the storm water.

Special conditions: Litter shall be removed from the project property and the shoreline it borders. The wetland pond shall be operated and maintained for a minimum of 25 years in accordance with the operation and maintenance plan, which must be approved by the Department. A contract will specify these approved plans and be filed with the Register of Deeds.

The final deliverables include a summary report that includes final design updates; pre/post site photos; copies of signed operation and maintenance plans and contracts, and educational materials developed.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. The grant sponsor shall submit all data, records, and reports, including GIS-based maps and digital images, to the Department in a format specified by the regional Lakes Biologist.

Dunn County: Tainter Lake Nutrient Loading & Phosphorus Reduction Study: 1) Determine nutrient loading to Tainter Lake from each of two contributing watersheds; the South Fork Hay River Watershed, and the Pine Creek and Red Cedar River Watershed. Project will involve remote sensing using aerial photography and analysisthrough a computerized Geographic Information System (GIS). Animal unit concentrations and their locations will be used as an index. Relative phosphorus loads will be projected by watershed. Two representative subwatersheds will undergo a more detailedland use analysis. 2) Determine landowner willingness to volintarily cooperate in phosphorus reduction by a random mailing of questionaires in both watersheds. The watershed selected for a concentrated effort at phosphorus reduction will have aquestionnaire sent to every landowner. 3) Final report will be prepared to include; - which watershed is the greater contributor of phosphorus to Tainter Lake, -whether landowners are willing to voluntarily cooperate with cleanup, - an array of resoucemaps, (topographic, solis, land use, etc.). Data reporting format to be worked out in consultation with Buzz Sorge, DNR district contact. Project results will be reposited at the Dunn County Land Conservation Dept. and the DNR District Office. Amendment 2: establish a school electronic bulletin board system on water quality and monitor phosphorus loading from Jerome Foods turkey manaure disposal practices. Amendment 4: develop 2 shoreline landscaping demonstration projects, include mailing costs for the lake related educational information.

City Of Menomonie: Tainter Lake Planning Project - Phase 2: The City Menomonie will conduct water quality monitoring at three sample sites per location and sampling frequency described in the project study design and a sociological survey will be completed for all riparian property owners. Phosphorus TMDLs for Lakes Menomin and Tainter were completed in May 2012 and approved by the EPA on September 14, 2012. These "lakes" are impoundments of the Red Cedar River. The Red Cedar River drains portions of seven counties; land use is primarily agriculture which contributes to excess phosphorus leading to recreational impairments (unsightly blue-green algal blooms that limit wading, swimming and boating) in Lake Menomin and Tainter Lake. Little Lake Wissota TMDL

Little Lake Wissota is a 400-acre eutrophic embayment of Lake Wissota, an impoundment of the Chippewa River near Chippewa Falls, Wisconsin (Hydrologic Unit Code 07050005, Wisconsin Waterbody Identification Code 2152800). The embayment has a maximum depth of 43 feet and a drainage area of approximately 67 square miles. Paint Creek is the primary source of surface water inflow to Little Lake Wissota. The Little Lake Wissota watershed is located in the North Central Hardwood Forest Ecoregion (Omernick and Gallant, 1988). This EPA Ecoregion is characterized by nearly level to rolling glacial till plains, significant agricultural land use and lakes with phosphorus concentrations greater than 50 ppb, indicative of eutrophic conditions. The lake was placed on the Wisconsin 303(d) impaired waters list in 1998 with a high priority ranking due to eutrophication and pH criteria exceedances. In addition, recreational uses are limited during the summer due to poor water quality from excess phosphorus (P) and sediment loading. Land cover in the watershed is primarily agricultural and forest. The goal of this TMDL is to reduce levels of phosphorus and sediment loading and decrease the extent and severity of summer algal blooms in Little Lake Wissota.

The Village of Dallas is located along the banks of the Dallas Flowage, a widening of the Upper Pine Creek, in the Pine Creek and Red Cedar Watershed. Dallas was founded in 1870. It was named in honor of the 11th Vice-President of the United States, George M. Dallas, who served under President James Polk from 1845 – 1849.Before the new dam and water dyke were built, Dallas had problems with occasional floods. Dallas is known for its abundance of nearby trout fishing streams.
